What do I need to do before launching my web-based business?
I’m developing a customer review and social networking website for a niche market. I’m not familiar with website development but I have someone lined up to do the work. However, I need to create a requirements agreement prior to him beginning…and I don’t know what should go into the document or how it should be formatted etc. I also need to sell advertising space on the site but don’t know how much to ask (per month, annually). I’ve heard that allowing companies to bid on advertising space is a good alternative. Any information on these issues or additional pointers would be GREATLY appreciated!! Thank you!

Functional requirements: basically you have to describe the functionality of your website the way you see it. The best way to do it to copy/paste screenshots with some functionalities from other websites and say ‘i want this’
adsense is the name of the program that allows you to add advertsing on your website — they take care of what ads will be delivered on your website. Anyways, without having over 1mln page views per month it makes no sense to directly search advertisers on your own, leave adsense to do the job for you.

What is Unemployment Insurance Project Notice (UIPN) #05-038?
I am trying to receive unemployment benefits as a substitute teacher in California. I came upon the Los Angeles U.S.D. union website for help. It says to do the following:
The Unemployment Development Department (EDD) has recognized that many schools are ‘year round’ and do not fit with the traditional idea of summer being a ‘recess period’ during which no Substitute Teachers are employed.
When you call to start your claim, it is imperative that you tell the EDD representative that you are a ‘Year Round’ Substitute Teacher and to refer to the EDD’s procedures for the year 2004-2005, Unemployment Insurance Project Notice, UIPN# 04-056. (We don’t have a physical copy, but the new UIPN for June 2005 – June 2006 is now 05-038. I think the agreement is essentially the same; the number changes every year.) This will clarify your status as a ‘Year round’ Substitute Teacher who is eligible for work and NOT on recess.
I just want to know what the form says or what it contains.
I don’t work for Los Angeles U.S.D, but I work for the Ontario S.D. Ontario has some year round schools and some traditional schools. Does that matter?

Interesting… We were told that we weren’t to use UIPN numbers anymore. For some reason or another, UI folks are supposed to be aware of our circumstances, in regards to LAUSD and UI benefits.
Are you with LAUSD? If so, I take it that you’re a year-round substitute teacher? Then, for the most part, you should be eligible.
Also, keep in mind that, in regards to substitute teachers, the UTLA website hasn’t been updated. Why? I’m not sure of why.

Legal – Suing / Countersuing Client for Balance Due – New York and Arizona?
My New York web development firm took on a small project for a client in Arizona. Our agreement called for custom web design and development and setting up and configuring the website on the client’s hosting server.
The initial project funds were held in escrow by by a third party which provides arbitration services in case of disagreement.
We fulfilled all obligations, but the client wants us to launch their site when they are ready (we provided them with launch instructions and launching their site was not part of our agreement.)
Now the client has threatened to sue us for the outstanding balance if we proceed with arbitration, and we can’t allow the client to continue taking advantage of our firm. The balance is over 90 days past due.
Can we sue or countersue them from New York if they initiate a legal battle in Arizona or do we need to hire an attorney in Arizona? Alternatively, should we begin the legal process from New York instead if it comes to that?
I should also mention that the project was completed in early May 2007, and the client at that time indicated that the work was excellent and agreed to release the escrowed funds once we launched the website or provided launch instructions (eventhough neither task was part of the project agreement.)
In any case, we were happy to assist the client with launching their site out of goodwill. But over three months later, the client still isn’t ready to launch and they are holding the funds as “insurance” to ensure we launch their site.
We have a 60 page project log detailing everything in the project, and we have completed all required tasks. While I insisted multiple times that we would assist the client with launch when they are ready (it only requires about an hour of work), we needed to be paid now.
We will enter the mediation/arbitration process just to get a neutral third party involved but I would like to be prepared for a follow-up legal process if necessary.

There are a few ways to stabilize population. First, birth control accessibility. Second, increase income levels in poor countries – higher incomes are associated with low birthrates. Third, encourage countries to offer basic human rights to women.
